WCO 2nd Global Conference on Strategic Trade Commodities Control

In three days from April 8 to 10, 2014, WCO organized the 2nd Global Conference on Controlling Strategic Trade Commodities (STCE) with the participation of more than 130 delegates from 85 agencies. Customs and international organizations. This workshop continued to discuss the topics mentioned at the First Workshop held in November 2012. The purpose of this activity is to raise awareness about the control of strategic items and to coordinate customs control activities for these items in the border area.

 

The term “strategic goods”, as outlined in the WCO STCE framework, includes “weapons of mass destruction (WDM), conventional weapons and products related to the development, manufacture or use these weapons, and their delivery systems”. The prevention of trade and transportation of strategic goods is not a new issue for Customs, but has become a top priority for Customs in recent years. especially after the United Nations Security Council issued Resolution 1540 10 years ago.

 

With the goal of revolving around the requirement of developing and maintaining effective border management measures, it is clear that the management of export, import, transit, and transshipment of strategic commodities in accordance with Decree No. 1540 mentioned above depends heavily on the efficiency of the Customs community. According to WCO Secretary General, Mr. Kunio Mikuriya, security has become an important issue in the action program of Customs. Many United Nations Resolutions have addressed the issue of security and non-proliferation of weapons of mass destruction. In order for the above documents to take effect, it is necessary to have the participation of the Customs together with other border management agencies. In this context, partners are closely monitoring the action plans of the WCO and the Customs community, which play a central role in the implementation of conventions governing the management of cross-border transactions.

 

With the aim of promoting international cooperation, the WCO established the STCE project. In which, WCO organized 6 regional seminars to raise awareness about destructive weapons control and related products. Currently, the WCO is finalizing a training program on this topic and taking measures to strengthen international cooperation in the future. After this Workshop, the WCO continued to synthesize trade practices related to STCE and study how to enhance information exchange on high-risk shipments.
