Decree No.
187/2013/ND-CP dated 11/20/2013 of the Government detailing the implementation of the Commercial Law regarding international goods sale and purchase agency , processing and transit of goods with foreign countries would be effective from 02.20.2014 and replaces Decree No.
12/2006/ND-CP of the Government dated 23/01/2006 . In this Decree , a number of new items have been added to the list of goods banned from import in comparison with the previous Decree No.
12/2006/ND-CP .
* The list of goods banned from export adds a number of commodity groups including :- The type of banned publications and popular circulation in Vietnam ;
- Postage stamps and banned from trading , exchange , display or dissemination under the provisions of the Postal Law ;
- Chemicals on the list of banned chemicals specified in Appendix III issued Decree No.
108/2008/ND-CP dated 07/10/2008 of the Government detailing and guiding a number of articles Chemicals Law .
* The list of goods banned from import adds a number of commodity groups including :- Light the sky ;
- The types of publications and dissemination prohibited for circulation in Vietnam ;
- Postage stamps and banned from trading , exchange , display or dissemination under the provisions of the Postal Law ;
- Radio equipment , appliances radio inconsistent with the planning of radio frequency and technical regulations relevant provisions of the Law on Radio Frequency Power ;
- The cars and the automotive component assembly erased or forged , closed chassis number , engine number ;
- The types of motorcycles, special purpose machines , motorcycle erased or forged , closed chassis number , engine number .
- Chemicals in Annex III of the Rotterdam Convention ;
- Plant protection drugs banned from use in Vietnam ;
- Chemicals on the list of banned chemicals specified in Appendix III issued Decree No. 108/2008/ND-CP dated 07/10/2008 of the Government detailing and guiding a number of articles Chemicals Law .
On goods banned from export , import bans , as stipulated in Decree No.
12/2006/ND-CP and Decree No.
187/2013/ND-CP , the Prime Minister has the right to adjust the export ban list , banned imports on the basis of the proposal of the Minister of Trade and Industry may decide to export and import goods on this list in case of necessity . The new decree empowering decision imported items on the list of goods banned from import in some cases essential to the ministries , ministerial-level agencies . It's on the list of items banned from import but imported to serve the purpose of scientific research and humanitarian aid but do not pollute the environment , does not spread the disease , does not affect health human traffic safety and security , defense , public order and not adversely affect the moral habits and customs of Vietnam .
