​On July 5, 2014, the Customs sector held a conference to review the activities of the first 6 months of the year and implement the tasks of the last 6 months of 2014.

The conference was attended by the direction of Minister of Finance Dinh Tien Dung and Deputy Minister of Finance Do Hoang Anh Tuan. The conference also had guests who are representatives of leaders of departments and agencies under the Ministry of Finance. On the side of the Customs sector, General Director Nguyen Ngoc Tuc chaired the conference, with the participation of leaders of the General Department, leaders and officers of departments and agencies under the General Department and leaders of Customs Departments of provinces and cities. city.

At the conference, Deputy Director General Nguyen Duong Thai gave a brief report on the operation of the first 6 months of the year and the direction and tasks for the last 6 months of 2014 of the whole Industry.

According to the report, in the first 6 months of 2014, the Customs sector's budget revenue reached 117,523 billion VND, reaching 52.5% of the estimate, up 24.4% (117,523/94,450 billion VND) compared to the same period in 2013, in which: import and export tax is 38,173 billion VND, special consumption tax is 6,912 billion VND, environmental protection tax is 94 billion VND, VAT is 72,216 billion VND and other revenue is 127 billion VND.

The reason for the increase in budget revenue in the first 6 months of 2014 was due to the increase in the turnover of some imported goods with large turnover and high tax rates compared to the same period in 2013: petrol and oil increased by VND 6,650 billion, automobiles. CBU increased by VND 3,300 billion, auto parts and accessories increased by VND 1,100 billion, machinery and equipment and spare parts increased by VND 2,440 billion.

Although facing many difficulties due to the fact that the production and business activities of enterprises have not really prospered, besides, under the impact of the situation in the East Sea, the General Department of Customs has synchronously implemented many measures. methods of increasing revenue, combining professional activities, determined to fulfill the set revenue target.

In addition to performing well in revenue collection, the General Department of Customs has focused on promoting other activities. The fight against smuggling and trade fraud has been effectively carried out from the stage of planning, implementing the instructions of leaders at all levels, grasping the situation in the locality, to proactively fighting, detect and arrest. As of June 15, 2014, 8,915 cases were detected and handled (down 19.8% over the same period in 2013), the value of infringing goods was estimated at 168 billion 904 million VND (up 14.3% over the same period last year). 2013), criminally prosecuted 6 cases, transferred to other agencies to prosecute 27 cases, collected and paid the state budget 59 billion 652 million dong. In which, the Anti-Smuggling and Investigation Department presided over the arrest and handling of 43 cases, with the value of infringing goods estimated at 92 billion 539 million VND, prosecuted 3 cases, collected and paid the state budget 5 billion 366 million VND.

The construction and implementation of post-clearance inspection according to the plan are paid attention and focus. The selection of inspection enterprises is carried out according to the correct process. Through the inspection, violations were detected and arrears were conducted, making an important contribution to ensuring the collection task and preventing revenue loss. As of the end of June 30, 2014, 767 inspections were carried out (of which 523 were inspected at the customs office, 244 at the enterprise's headquarters), equaling 85% compared to the same period in 2013. The whole industry has made a decision to set and collect arrears (including taxes and penalties) of 238.2 billion dong, equal to 66% compared to the same period in 2013, collected and paid to the state budget 204.2 billion dong, equal to 61% compared to the same period last year. period of 2013 (excluding revenue from petroleum and natural resources).

Regarding the implementation of VNACCS/VCIS system, up to now, the system has been deployed in 34/34 Customs Departments of provinces and cities with 28,401 enterprises participating. The system has been implemented on schedule, without causing great disturbance to import-export activities, businesses have quickly accessed the system, the implementation of customs clearance has gradually stabilized, ensuring the implementation of other functions. State management is tight and effective.

The conference also heard a number of speeches on the implementation of the revised Customs Law, the fight against smuggling and assessment of the implementation of the VNACCS/VCIS Project and the implementation of the National Single Window. and ASEAN.

Speaking at the conference, the Minister of Finance recognized and praised the achievements of the Customs sector in the first 6 months of the year. The Minister also proposed the Customs sector to perform a number of key tasks:

Firstly, drastically implement documents guiding the Customs Law from now until the end of the year.

Second, continue to implement well and effectively the VNACCS/VCIS Project and accelerate the implementation of the National and ASEAN Single Window.

Third, in risk management, it is necessary to regularly monitor and urge the collection of enterprise profile information, assess the legal compliance of enterprises and rank the risks of enterprises as well as conditions for applying tax management policies to each enterprise. Actively building key corporate records management, managing corporate compliance by topics. Review and standardize data sets on tax administration policies, specialized management and processes and procedures for streamlining.

Fourth, in terms of force building, it is necessary to improve professional ethics and sense of responsibility of cadres and civil servants in performing tasks. Continue training to improve qualifications, restructure the team to serve the cause of modernization in the whole industry. Associated with that is to uphold the responsibility of the leader, strengthen the discipline within the industry.

Fifth, improve the capacity and efficiency of using equipment and machinery such as scanners, surveillance cameras, radiation and drug detectors, etc. to deter and detect smuggling activities. and commercial fraud to create transparency in inspection and supervision activities, creating favorable conditions for businesses.

Sixth, there needs to be a closer coordination mechanism between ministries and branches as well as clearly defining the responsibilities of ministries and branches to implement processes and procedures more quickly.

Seventhly, well implement policies and mechanisms of import and export across borders and non-tariff zones to suit the functions and tasks of the industry.

Eighth, to prevent the situation that poor quality consumer goods and production products are imported and consumed widely in the market, causing negative impacts on people's lives.

In order to meet the requirements of work tasks set out in the last 6 months of the year by the General Department of Customs, the Minister also suggested that officials and civil servants in the whole industry focus all resources and solutions to overcome difficulties and emergencies. resolve outstanding problems and problems. Special attention is paid to focusing on and connecting the leadership and direction of all levels from the General Department to the local Customs Sub-Departments to complete the assigned work programs and tasks, ensuring the right quality and progress. level on demand. At the same time, the General Department of Customs should continue to promote the implementation of key tasks with the goal of collecting correctly and sufficiently for the State budget.

In addition, it is necessary to promote customs modernization, force building, risk management, strengthen coordination with sectors and localities to well perform the roles and responsibilities of the sector. Customs, creating favorable conditions for businesses.

Director General Nguyen Ngoc Tuc received the Minister's instructions and committed to well implement the 8 proposals mentioned by the Minister. The Director General also promised that the whole industry would unite, tighten discipline, and be determined to successfully complete tasks in the last 6 months of 2014.
