On August 8, 2014, the General Department of Customs issued Decision No. 2353/QD-TCHQ promulgating the process of providing professional guidance on radioactive inspection and detection for export, import, transit, and transshipment goods. transported by containers at international seaport border gates; Luggage and passengers entering and transiting at international airport border gates.

Accordingly, the inspection and detection of radiation with exported goods (including transited and transshipped goods) must be carried out before the goods are loaded onto the means of transport. For imported goods, it must be done before the goods are cleared or before being transported to the place of customs clearance.

For luggage and passengers entering transit in transit (including lost, abandoned, forgotten luggage), the radioactive detection check must be carried out before customs clearance of luggage of passengers on entry, transit at the customs clearance place as prescribed.

Also according to this regulation, the radioactive detection inspection system is operated 24/7. Radiographic images and data are stored on the system for a minimum of 1 year.

In case the system detects radiation warnings, images and data of radiation testing will be printed and stored in accordance with the law on customs record keeping.

This procedure took effect from August 8, 2014, replacing the Pilot Procedure for guiding radiation inspection at Tan Cang Cai Mep port, Tan Cang Cai Mep international port and SP-PSA province's international port. Ba Ria - Vung Tau issued together with Decision No. 2719/QD-TCHQ dated December 4, 2012.​
