On July 15, 2014, the Ministry of Science and Technology issued Circular No. 20/2014/TT-BKHCN regulating the import of used machinery, equipment and technological lines.

According to the provisions of this Circular, used machinery and equipment are only allowed to be imported when their use time is not more than 5 years, and the remaining quality is 80% or higher compared to the original quality.

For some special cases, such as machinery and equipment for agricultural production; machinery and equipment used in beer, wine, alcoholic and non-alcoholic beverages; postal machinery and equipment: mail and parcel sorting equipment; envelope folding machine; envelope production machine; Conveyor equipment... the use time is not more than 03 years, but the remaining quality compared to the original quality must still be 80% or more.

Particularly, used machinery and equipment in the geological and mineral sectors, serving shipbuilding, ship repair, serving oil and gas projects, and transportation infrastructure may be imported if they have time to use. no more than 07 years and the remaining quality is 80% or more compared to the original quality.

However, the management principle is to encourage the import of new, high-tech, high-tech machinery, equipment, and technological lines.

Regarding customs procedures, for machinery and equipment, enterprises shall perform them at the customs office where goods are imported. In addition to the prescribed import documents, the enterprise must send to the agency documents such as: Technical documents showing the year of manufacture of the imported machinery and equipment; quality assessment certificate issued by a qualified assessment organization as prescribed in this Circular.

If the assessment certificate is issued by a qualified foreign assessment organization specified in this Circular, the enterprise must enclose a legal copy of the certificate of recognition of the management system in conformity with ISO/IEC international standards. 17020 current version of the inspection body.

For used technology lines, procedures and documents are similar to machines and equipment. In addition, it is necessary to add a description of the investment project submitted to the investment management agency or approved by a competent authority, showing the used technology line expected to be imported (copy). ; for used technological lines under the management of ministries and branches, there must be a written permission for import from a specialized management agency.

The Circular takes effect from September 1, 2014.​
