​Since the VNACCS/VCIS system was officially operated from April 1, 2014, the Customs sector has focused maximum resources, drastically and synchronously implemented many solutions to ensure the system VNACCS/VCIS operates stably, securely, and safely, and at the same time removes difficulties and obstacles in the process of implementing the System.

That is expressed as follows:

Firstly, the VNACCS/VCIS system is very modern and new, so although before that, the Customs sector had prepared very carefully such as organizing training, training, trial operation, answering questions, etc. … for businesses and customs officials, but it is still difficult to avoid problems arising because users are new to the system and have not used the system's functions properly.

Deeply aware of this issue, right from the official implementation, the Customs sector has sent experts on VNACCS/VCIS System of the General Department to 100% of Customs Departments of provinces and cities across the country to guide them. and directly support customs procedures on the System. Specifically, there were more than 120 delegations of the General Department of Customs to localities to carry out this task.

Secondly, in the first phase, the Customs sector implemented a daily reporting mechanism (via e-mail) and quickly handled arising problems of new units implementing the VNACCS/VCIS system through the ministry. permanent department.

Third, the Customs sector has organized many online exchanges on the Customs Newspaper, answered questions and problems arising on the Customs Portal and on other mass media to support people. , enterprise.

Fourthly, the Industry has established an apparatus to support businesses and customs officials and civil servants from central to local levels. At the General Department of Customs, there is a user support department under the Department of Information Technology and Statistics. At the Customs Departments of provinces and cities, user support groups have been established with staff members having experience in professional and information technology.

Sixth, along with the implementation of the VNACCS/VCIS System, the Customs sector has promoted the application of information technology in import and export tax collection and customs supervision. As follows:

- At the stage of customs supervision: Thanks to the application of barcodes, the time to carry out customs supervision procedures for import and export goods is only a few minutes instead of hours as before, reducing cargo congestion. import and export at the port.

- At the tax payment stage: With the implementation of electronic payment via banks according to Circular No. 126/2014/TT-BTC, only 15 minutes after the enterprise pays e-money via the bank, payment information will be displayed. Online transmission to Customs and immediately liquidation, deduction of tax debt, customs clearance of goods. This has helped to reduce inaccurate tax enforcement, reduce business clearance time and is highly appreciated by the community. Currently, the General Department of Customs has coordinated to collect payments with 19 commercial banks and connect online with the State Treasury.

- Especially, along with the implementation of VNACCS/VCIS system, the General Department of Customs organized the implementation of the electronic manifest receiving system (E-manifest) for sea transport vehicles. E-manifest brings great benefits to businesses, that is: Reducing the burden of preparing paper documents, reducing costs during customs clearance.

With the awareness that VNACCS/VCIS is the core business system, widely deployed and operated 24/7 online nationwide, the influence has been greatly reduced, from the official implementation until now, the whole industry Customs has made great efforts in monitoring and promptly handling arising incidents, ensuring that the system always operates stably, securely and safely.
