According to the enterprises, during the process of doing customs procedures, there are still some civil servants who require enterprises to present/submit papers and documents that are not part of the customs dossier. Regarding this, the General Department of Customs has issued Document No. 10015/TCHQ-GSQL dated August 11, 2014 to the Customs Departments of provinces and cities to correct the implementation of customs procedures on the electronic customs clearance system. VNACCS/VCIS.

The General Department of Customs has requested the Customs Departments of provinces and cities to thoroughly understand the attached units to uniformly print and certify on the customs declaration and does not require the presentation/submission of documents and certificates. words that are not included in the customs dossiers when carrying out procedures. As follows:

* About customs documents:

When carrying out customs procedures for exported or imported goods, customs officers may only request customs declarants to submit or present documents in the customs dossier as prescribed in the Customs Law and other relevant documents. instructions, enterprises must not be required to submit or present other documents than prescribed.

* About the printing and confirmation on the electronic customs declaration:

When checking documents, customs officers are not allowed to ask enterprises to submit a printed customs declaration (the customs authority already has the declaration information on the VNACCS/VCIS system), the customs officer must compare the information. information on the customs file with the data declared on the system to perform the inspection.

For import and export declarations that have been decided on customs clearance and goods release, the Sub-department of Customs where the declaration is registered shall print the customs declaration and hand it over to the enterprise or the enterprise can print the customs declaration by itself. from the system (the first 2 pages of the customs declaration, the general information, not the full information of the declaration) to present to the supervisory department officer. Note, it is not required that the customs officer where the declaration is registered must stamp for certification on the printed declaration.

For import declarations permitted to bring goods to preservation, civil servants assigned to handle dossiers shall print the general information of the declaration with information approving permission to bring goods to preservation at the agency's directives. customs, affix seals for certification, sign and seal according to regulations to hand over to customs declarants to continue the procedures.

The General Department of Customs also requested the Directors of the Customs Departments of the provinces and cities to regularly inspect the implementation of the current regulations on customs procedures and the above instructions to review and clarify the responsibilities of the customs authorities. civil servants and heads of units if there is a situation of not complying with regulations on customs procedures at the unit.

On the same day, the General Department of Customs also issued Document No. 10016/TCHQ-GSQL to the Vietnam Chamber of Commerce and Industry on coordination in supervising customs clearance. The General Department of Customs has requested the Vietnam Chamber of Commerce and Industry to notify relevant businesses and business associations, study the document No. 10015/TCHQ-GSQL mentioned above, and coordinate in implementation. In case customs officers and employees are found to have improperly complied with regulations, they should report it to the General Department of Customs or the Customs Portal so that the General Department of Customs can take measures to promptly handle and correct them. .
