On June 2, 2014, the Ministry of Health issued Circular No. 19/2014/TT-BYT regulating the management of narcotic drugs, psychotropic drugs and drug precursors.
Regarding the import and export of drugs, the Circular stipulates that before November 30 every year, enterprises wishing to export or import narcotic drugs, psychotropic drugs and drug precursors shall send a written request to the Department of Health. Drug Administration – Ministry of Health. Based on the practical situation, the Drug Administration of Vietnam - Ministry of Health shall issue amendments and supplements to the list of enterprises permitted to export and import narcotic drugs, psychotropic drugs and drug precursors to supply to business establishments, used throughout the country.
Enterprises that export or import narcotic drugs, psychotropic drugs and drug precursors must comply with the following regulations:
* Personnel: Storekeepers must have graduated from a university of pharmacy and have practiced for at least 2 years at drug manufacturing and trading establishments.
* Dossiers and books: Enterprises exporting and importing narcotic drugs, psychotropic drugs and drug precursors must make and fully record the following types of records and monitoring books:
- The logbook of export and import of narcotic drugs, psychotropic drugs and drug precursors shall comply with the provisions of form No. 02 issued together with this Circular;
- The warehouse release note of narcotic drugs, psychotropic drugs and drug precursors must comply with the provisions of form No. 03 issued together with this Circular;
- Documents related to the export, import, purchase and sale of narcotic drugs, psychotropic drugs, drug precursors.
Enterprises that export or import narcotic drugs, psychotropic drugs and drug precursors may only directly import and not buy or sell narcotic drugs, psychotropic drugs and drug precursors from other enterprises. export and import of other drugs. In case of insufficient supply of drugs for the patient, the exporting or importing enterprise must report it to the Drug Administration of Vietnam - the Ministry of Health for consideration and settlement.
Issued together with the Circular are the Annexes on: addictive active ingredients; Table of limits on content of narcotic active ingredients in combined finished drugs; Psychotropic active ingredients; Table of limits on content of psychotropic active ingredients in combination drugs; Pre-substances used as drugs; Limit table of precursor content in combined finished drugs; List of companies responsible for exporting, importing and supplying narcotic drugs, psychotropic drugs and drug precursors.
The Circular takes effect from July 15, 2014.
