In order to remove obstacles for businesses when carrying out customs procedures for shipments with more than 50 lines of goods on the VNACCS/VCIS system, the Ministry of Finance has issued Official Letter No. 11802/BTC-TCHQ dated August 22 /2014, guiding the Customs Departments of provinces and cities on how to handle them.
Declared to include rows of goods with the same HS code
Accordingly, for lots with more than 50 lines of goods, when declaring on the VNACCS/VCIS system, the customs declarant can choose to declare lumps of goods with the same HS code with the following conditions: HS codes must have the same origin, the same tax rate, and the HS code lump-sum declaration applies to types of import and export for production, export processing, export production, and goods processing for foreign traders.
When declaring the combined HS code on the VNACCS/VCIS system, the declaration of the item "invoice value" of the line of goods with the HS code is the total invoice value of the aggregated items; the indicator "taxable value" of the bundled goods line with HS code is the total taxable value of the aggregated goods; the "quantity" indicator of the HS code is the total number of the aggregated goods; do not declare the unit price in the item "invoice unit price".
For goods imported for production, import for production and export, the customs declarant must declare the value according to the form prescribed in Decision No. 30/2008/QD-BTC dated May 21, 2008 of the Ministry of Industry and Trade. Finance (except those who do not have to declare value according to the provisions of Circular No. 182/2012/TT-BTC dated October 25, 2012 of the Ministry of Finance).
In case the imported goods have adjustments and the customs declarant declares them so that the system automatically allocates the adjusted terms and automatically calculates the dutiable value, the lines of goods declared together with the HS code must be classified. with the same adjustment.
Use a chi command
Regarding the problem related to enterprises having to make many payment orders/receipts to the budget for declarations of shipments with more than 50 lines of goods, the Ministry of Finance allows enterprises to choose to use a single payment order. /payment authorization (in case of wire transfer) or a declaration of payment (in case of payment in cash) to pay for one or more customs declarations according to the form.
Credit institutions or the State Treasury that directly collects and deducts money from taxpayers' accounts will look up information in the database of the Customs Portal and update the remaining information on the website. Paper to pay money into the state budget, collect money, transfer money for each declaration that the taxpayer has declared.
